In the late 1980s, the Republic of China's naval modernization program called for the addition of new, modern frigates. Ultimately, 24 were contemplated, calling for a mix of modernized U.S. Knox class, licence built U.S. Perry class vessels, and newly built French Lafayette class vessels.

In keeping with this, the ROCN leased six Knox frigates (three in 1993 and three in 1995) in the early to mid-1990s. In 1998 the U.S. Government agreed to sell four more Knox class Frigates to the ROC of which two would be used for spare parts for what would become the eight active vessels contemplated. All of the Knox class, which were called the Chi Yang class in Taiwan, were modernized and upgraded. This replaced the Sea Sparrow launcher with a 20mm Phalanx CIWS, and added a newer more modern US sensor suite. The two newest frigates were recommissioned in 2000.

With the decommissioning of the older Gearing class destroyers which the ROCN had upgraded to include ten single box SM-1 missile launchers, the Chi Yang frigates received these systems which markedly increased the anti-air defenses of these frigates. The anti-submarine warfare capabilities of these vessels is strong wiht ASROC missiles, torpedoes, an embarked ASW helo, bow mounted sonar, and a towed array. The surface warfare capabnilities are moderate with Harpoon missiles and a 127mm main gun.

These eight frigates join with the eight Cheng Kung license built Perry class frigates, the six Kang Ding, Lafayette class frigates, and the four, Kee Lung, Kidd class destroyers to form a very potent and modern Naval force for the Republic of China in the Taiwan Straits and surrounding area. This force acts as a counter balance to the increasing size, and ever modernizing People's Republic naval (PLAN) presence in the area.

Like the Kang Ding, and Cheng Kung frigates, the primary role of these frigate, in conjunction with other ROCN vessels, is sea control, particularly protecting the sea lanes and ROCN interests beyond the range of coastal aircraft.
